You should probably change the verdict on the original report so users or other mods think that "site ban" doesn't include custom lobbies even though it's self explanatory.

I was site banned but that doesn't mean I was permitted to play in banned user lobby or outcast lobby. The whole idea in site ban is in the word itself, banned from the site. I mean if he was just lobby banned after HC/Harassment then he'd be able to continue that in the custom lobbies which is why HC/Harassment leads to site ban rather than lobby ban.
